Mission
The Office of Grants Administration at Grambling State University serves as a center
for collection and dissemination of information on funding opportunities. On a monthly
basis, a newsletter is compiled that offers available programs and deadline dates.
To increase the number of proposals submitted by the university to outside funding
sources, the Office of Grants Administration does assist University personnel and
the community in finding possible funding sources

Small Business Innovation Research (SBIR) Program
INTRODUCTION
The U.S. Congress established the Small Business Innovation Research (SBIR) Program
to stimulate technological innovation, utilize small business to meet federal research
and development needs, and increase private sector commercialization. BACKGROUND.
There are ten (10) federal agencies which participate in this program. The program
is administered similarly by each of these departments. The U.S. Department of Education
(ED) issues one (1) annual solicitation. The Phase I solicitation opens in late January
and closes in early April. Awardees are notified in mid-July; with a projected start
date of September 1. The solicitation document provides comprehensive information,
including:
- Background on the SBIR program;
- Topical areas of interest to ED;
- Information sources and Departmental contacts;
- Proposal evaluation criteria; and, Procurement information (rights in technical data,
copyrights, patents, and equipment).
PHASES
SBIR is a highly competitive three-phase award program
- Phase I is a feasibility study to evaluate the scientific and technical merit of an
idea. Proposals are evaluated based on published criteria by panels of expert reviewers.
Awards are for periods up to six (6) months in amounts up to $50,000.
- Phase II is to expand on the results of and to further pursue the development of Phase
I. Phase II applicants must be Phase I awardees. Once again, proposals are evaluated
based on published criteria by panel of expert reviewers. Awards are for periods up
to two (2) years in amounts up to $300,000.
- Phase III is for the commercialization of Phase II results and requires the use of
private sector or non-SBIR Federal funding.
ELIGIBILITY
Small businesses must meet certain eligibility criteria to participate:
- The company is American-owned and independently operated;
- It is for-profit and employs no more than 500 employees; and,
- The principal researcher is employed by the business.
