Employment Classification Types & Benefit Eligibility

I. Faculty (Semester Appointment or Adjunct)
  1. Retirement: Social Security or ORP and Medicare ( excluding retirees who must pay unsheltered TRS/LA) *TRSL If Vested
  2. Receive contract pay for instructional duties

II. Faculty (50% or Greater, Fixed Term one year only)
  1. Retirement: TRS/LA or ORP and Medicare excluding *J-l, *F-l 
  2. All insurance benefits
  3. Holidays (includes 14 statutory holidays and faculty leave for university closures)
  4. Leave accrual (sick leave only)

*J-1- Visiting Scholar - eligible effective (8/15/2009)
*F-1- Student Visa (legal student of U.S.) -not eligible for any retirement

III. Faculty «50% Fixed Term/One Year)

IV .Faculty (Regular Appointment: Instructors; and Assistant Professor & above on tenure-track)

VII Unclassified (Regular)

  5. Earn Compensatory (hour for hour when working over the 40 hour workweek per policy and with approval of respective Vice President)
  6. Exceptions: President, Vice Presidents, Deans, Athletic Directors and Coaches
VIll. Classified (WAE-12 months or less in a calendar year)
  1. Paid for hours worked only
  2. Shall not work over 40 hrs. unless Unit Head has processed and received approval on a Request for Overtime form
  3. Retirement: Social Security and Medicare *Unless Vested
  4. No benefits: (no holidays, no annual leave, no sick leave)
  5. ACA insurance benefits (eligible for 403-b)
IX. Classified Provisional not to exceed 6 months and have 5 or less on Certificate of Eligible and Job Appointments Full- Time-32 hours or greater generally 1 year and can be extended in 1 yr intervals up to maximum of 3 yrs under certain conditions)
  1. Retirement: Social Security and Medicare

  4. Leave Accrual (sick leave and annual leave)
  5. May earn payable and non-payable compensatory leave or overtime cash payment if funding is available and approved Request for Overtime form is approved.
X. Classified (Probational or Reemployment when returning to state service within 5- year window if permanent at time of separation)

*If 60 years of age may elect PICA
*If 55 years of age with 40 quarters in Social Security may elect FICA

XI. 41.D.l-TemporaryUnclassified/Hourly [(Special project, generally 3 months or less for seasonal activity, i.e., Athletic ticket sales, registration, summer grants [NYSP, Upward Bound, etc.)]
  1. Must have prior approval from Department of Civil Service
  2. Paid for hours worked only
  3. Retirement: Social Security and Medicare unless active member of TRSL or ORP retirement system. *Does not contribute to LASERS
  4. Shall not work over 40 hours unless Unit Head has processed and received approval on a Request for Overtime form
  5. Eligible to contribute to 403-b
XII. Westaff (Temporary Personnel Agency contracted by the state of Louisiana)
  1. Process a Westaff Temporary Help Requisition and GSU purchase Requisition or Interdepartmental Charges form
  2. These are not state employees
  3. Paid by Westaff for actual hours worked only -Should not work overtime
  4. Westaff bills GSU monthly for wage reimbursement (wage schedule is higher than civil service pay rates) The Unit utilizing Westaff services will have a charge to the respective unit budget account for all services rendered at these higher rates
  5. Types of work: clerical office, custodial, trades maintenance and food service
  6. Reasons: Current incumbent on extended leave, recruiting or retention difficulty or immediate special need
  7. Duration: Appointment shall riot exceed 680 hours (17 weeks) in a 12- month period (continual or intermittent) and GSU cannot hire on a former Westaff employee on a restricted or job appointment who has worked over 520 hours (13 weeks) in the referenced 12-month period.

Regular Full-time Employees:

Those employees who work at least 32 hours per week or equivalent and maintain  regular employment status.

Faculty serving on a fixed term appointment for a full academic year are considered “regular” for purposes of benefit eligibility. 

Regular Part-time Employees:

Or equivalent  and who maintain regular employee status.  Employees in this classification may work more than 32 hours per week on occasion, but should not average 32 hours per week or more.

Acting Appointments:

It is the practice of the University to provide an acting appointment for staff who are serving in a position until a vacancy is filled on a regular basis.

Temporary Employees:

  • Classified:   Employees placed on a “restricted” appointment are not eligible for benefits (insurance, leave accrual, holiday pay, etc.)  Classified employees who work over 40 hours in a workweek qualify for payable or nonpayable compensatory leave or cash payment if a Request for Overtime Pay form has been approved.
  • Unclassified:  Generally, temporary appointments should not exceed six months.  Employees placed on temporary appointment are not eligible for benefits (insurance, leave accrual, holiday pay, etc.)
  • Faculty:   Generally temporary appointments are for one academic semester.   When faculty are appointed for a full academic year the appointment type is “Fixed Term”.Temporary faculty are on contract and paid accordingly.
  • 4.1.(d)1 Temporary:  This option is available when a special project occurs (such as Summer camps, installing new procedural systems, etc.) or for seasonal on-going needs (such as registration, athletic events, etc.).  This is a temporary unclassified category and must have prior approval from the Director of Civil Service.  Unit heads should contact the Department of Human Resources for further procedural guidelines.

Temporary Contract Services through Westaff (State Contract)

The Department of Civil Service has contracted with Westaff temporary services agency - to provide state agencies with temporary help (not to exceed 680 workhours in a 12 month period).  Westaff temps are not state employees and not eligible for state/university benefits.  They are employed by Westaff.  There are 4 categories of private temps:  office/clerical, trades/maintenance, custodial and food service.

Retirees Returning to Work:

Retirees may return to work, but only within the parameters established by the Louisiana Teachers’ Retirement System of the Louisiana State Employees’ Retirement System.  Copies of the regulations and further information are available through the Coordinator of Employment Processing.

Student Employees:

Student employee status applies to those employees currently enrolled at Grambling State University whose primary purpose for being at the University is to obtain an education. 

During weeks when classes are in session, student employees are not to work over 25 hours a week.  Exception:  International students may not work in excess of 20 hours per week.

University Records

University records on employees and students are confidential.  Individuals who have access to such records, or obtain information regarding employment or student matters, must maintain confidentiality.  A breach of confidential records may lead to termination.
